Kitsap Mental Health

No retreat from the War on Terror

Anyone who still favours a military presence is easily decorated with the order of the armchair commentator, but let us see what other commentators are prepared to sit through.

Canada has already threatened to pull out its troops from Kandahar province in a year's time if other Nato countries don't contribute more. We must assume that if Britain were to begin to talk about a draw-down, then Canada would carry out this threat. British forces would then be exposed in Helmand and, presumably, would also withdraw. Let us suppose that an angry and abandoned US follows the "lead" offered by its allies, and itself pulls out, leaving itself only an air-to-ground interdiction capability.

Here are the likely consequences of such a pattern. The Afghan Government would collapse, to be replaced by an overt civil war fought between the Taleban and local governors in the various provinces.

Health Care in Germany -- a Matter of Class?

But what that reform should look like is a matter of much debate.

In the negotiations that led to the coalition government under Angela Merkel the topic was so divisive it was left off the table for now.

Bildunterschrift: Großansicht des Bildes mit der Bildunterschrift: Generally free for the privately insured, getting more expensive for others

Health Minister Schmidt's plan for merging the fee schedules for both public and private patients has led to some accusations that she wants to do away with private insurance companies all together.

Indeed, on the left, the idea of a "citizen's insurance" -- an obligatory public plan for everybody -- has found some support, and her plan might move in that direction, although no one is seriously advocating abolishing private insurance yet.

Michael Chabon: Charmed by a Dashing Brigadier

Michael Chabon is the author of The Amazing Adventures of Kavalier & Clay and The Yiddish Policemen's Union among other books. From 1973 to 1976 he engaged in a quest for an authentic deerstalker cap; the search ended, finally, in a men's hat shop in Toronto, where there were blessedly few witnesses to the humiliation of his success. Chandigarh, February 6

He said that this concept gives banks a single number indicating the impact of a 1 per cent change of interest rate on its capital, captures the interest rate risk, and can thus help them move forward towards assessment of risk based capital. This approach will be a graduation from the earlier approach, which led to a mismatch between the assets and liabilities.

The ED said that RBI has been laying emphasis that banks should maintain a more realistic balance sheet by giving a true picture of their non performing assets (NPAs) , and they should not be deleted to show huge profits. Though the banking system in India has a strong risk management architecture, initiatives have to be taken at the bank specific level as well as broader systematic level.

He also emphasized on the need for sophisticated credit-scoring models for measuring the credit risks of commercial and industrial portfolios.

Oasis Supersonic Over Album Success

More recent artists to make the cut include Keane, Arctic Monkeys and troubled Amy Winehouse, the only female singer on the list.

Q editor Paul Rees said: "It's clear that, having polled three times more votes than any other act, Oasis are undoubtedly the nation's most loved band."

Taiwan’s desinicization policy pulls at seams of One China

In his column “Question of Taiwan's independence debatable," (1/28) Carl Kubler makes an interesting case for the issue of Taiwan independence. Kubler's article addresses a de facto control of Taiwan by the Republic of China. The vast majority of the world focuses on mainland China's unwavering insistence of the “One-China Policy" while failing to acknowledge the existing hostilities and potential for war associated with the political divisions across the Taiwan Straits. The unjustified Desinicization policies launched and supported by the current pro-independent administration of the Democratic Progressive Party (DPP), headed by Chen Shui-bian, are the most significant obstacles for peace across the straits and the mutual prosperity which is the common hope of both the mainland China and Taiwan.

AT&T, T-Mobile move to match Verizon's 'chatty' plan

The company estimated that target audience to be about 15 percent of cellphone users, or more than 30 million people.

Previously, MetroPCS and other smaller carriers offer unlimited calling, but only in specific cities and regions.

The nation's wireless companies are in a fierce battle for subscribers. AT&T is the nation's largest with 70.1 million subscribers. Verizon Wireless is close behind with 65.7 million customers. T-Mobile has 28.7 million subscribers, and Sprint had 54 million subscribers at the end of the third quarter, the latest figure available.

The quick responses by competitors to the Verizon Wireless move demonstrates the high stakes in the telecommunications industry, analysts said. Doing nothing would have allowed Verizon to steal high-volume users, they said.

Hunter syndrome

The metabolic abnormality that causes Hunter syndrome is a lack of the enzyme iduronate sulfatase. In its absence, mucopolysaccharides collect in various body tissues, causing damage.

Affected children may develop an early-onset type (severe form) shortly after age 2 that causes a large skull, coarse facial features, profound mental retardation, spasticity, aggressive behavior, joint stiffness and death before age 20. A late-onset type (mild form) causes later and less severe symptoms.
